County Jail Comes In Under Budget

Clarion County PA managed to not spend $92,000 of its budget last year.

Warden Jeff Hornberger delivered the good news to the county prison board of inspectors at their recent meeting as he recapped 2008 operations at the prison. Of course, some costs are hard to contain, Hornberger said, noting that medical, food, work release, and telephone expenditures had come in over what they were originally budgeted. In all, 95 percent of the prison’s budget had been used. “I keep a close eye on that,” Hornberger commented. “My staff thinks I’m a little stingy.”

Clarion County Jail has a listed capacity of 116 inmates.  The budget numbers are an interesting indication of what it takes to run a  jail that size:

  • Telephone: $5,166; $5,000 budgeted.
  • Postage: $55; $200 budgeted.
  • Dues: $198; $200 budgeted.
  • Training: $8,302; $10,000 budgeted.
  • Travel: $3,658; $5,000 budgeted.
  • Uniforms: $9,946; $11,000 budgeted.
  • Food: $135,973; $135,000 budgeted.
  • Medical: $199,242; $185,000 budgeted.
  • Work release: $3,264; $3,000 budgeted.
  • Materials and supplies: $7,419; $8,000 budgeted.
  • Fuel: $23,799; $34,000 budgeted.
  • Electric: $33,523; $35,000 budgeted.
  • Water: $18,606; $20,000 budgeted.
  • Sewer: $15,342; $18,000 budgeted.
  • Trash: $1,303; $1,500 budgeted.
  • Contracted maintenance: $4,062; $8,000.
  • Maintenance and repairs: $18,507; $22,000 budgeted.
