Regional Jail Planning In WI

A consultant has been chosen to study whether it would be feasible to build a regional jail to serve Winnebago, Outagamie and Calumet counties in Wisconsin.

A committee formed by the three counties selected Carter Goble Associates Inc. to complete a study that will examine issues surrounding a regional facility. The company was chosen, in part, due to the firm’s previous experience working with regional corrections facilities, including the Blue Ridge Jail Authority in Lynchburg, Va.   “They have experience in having successfully implemented regionalization in corrections in other areas of the United States,” Winnebago County Jail Administrator Capt. Mark Habeck said. “We wanted someone with a strong track record.”

The Colombia, S.C.-based company proposed a two-phase study at a cost of $149,080. During the first phase, the firm will conduct a bed space needs analysis for the three counties, evaluate the existing facilities, look at the legal and legislative issues surrounding a regional facility and determine whether a regional facility is in the best interest of the three counties, Habeck said.  If regionalization appears to be a viable option, Habeck said, the second phase would look at specific things involving the size and scope of the project, including location.
